MHPA Formally Endorses Extenders BillOn June 10, 2010, MHPA formally endorsed the Baucus Substitute Amendment to H.R. 4213, the American Jobs and Closing Tax Loopholes Act, supporting the passage of the measure with no changes to Section 524, which extends the temporary enhanced FMAP (provided in the American Recovery and Reinvestment Act) for an additional six months, through June 30, 2011. The Partnership for Medicaid Again Urges Congress to Extend FMAP AssistanceOn June 7, 2010, the Partnership for Medicaid sent a letter to Congressional leadership, once again urging Congress to extend the temporary increase in Medicaid's Federal Medical Assistance Percentages (FMAP) for an additional 6 months. The provision was removed at the last minute from the Extender's Bill before the bill was passed by the House. The letter urges Congress to extend the enhanced FMAP funding before the July 4th recess as this funding is critical for states to appropriately budget for fiscal year 2011. MHPA Urges House to Pass FMAP ExtensionOn April 7, 2010, MHPA wrote a letter to House leadership urging them pass the "Extenders Act" recently passed by the Senate that would extend the temporary FMAP assistance for state Medicaid programs provided under the Recovery Act. This assistance not only helps to preserve Medicaid, but also supports job creation efforts and positively impacts the economy. Click here to read the full letter.
MHPA and the Partnership for Medicaid Urge Congressional Leaders to Extend Enhanced Federal Assistance to States for Medicaid
On February 18, 2010, MHPA sent a letter to House and Senate Leadership requesting support for legislation that would extend state fiscal relief provided in the American Recovery and Reinvestment Act. Under ARRA, states received an enhanced federal match for Medicaid funding (FMAP) that will end December 31, 2010. MHPA is urging Congress to provide a six-month extension to allow state Medicaid agencies to close budget gaps.

Letter to CMS on TRICARE Billing Arrangements
May 13, 2010 - TRICARE has primary liability for claims even when Medicaid made the payments. State Medicaid agencies have billing arrangements in place adjudicate these claims with TRICARE, however Medicaid health plans have not been able to establish similar billing arrangements. MHPA requested that CMS work with the Department of Defense to extend the same agreements to Medicaid health plans, who have an estimated $30 million in annual unpaid TRICARE claims.
