MHPA Committees and Workgroups

Clinical Leadership Committee
The Clinical Leadership Committee provides cutting edge information to MHPA members on clinical and quality issues, such as performance measurement, quality improvement, best practices, and accountability standards. The committee provides guidance to MHPA that supports its advocacy efforts to improve quality of care and services provided by MHPA member organizations to current and future beneficiaries. The Clinical Leadership Committee is staffed by Senior Consultant Liza Greenberg. All members may participate.

Executive CommitteeThe Executive Committee reviews executive and business matters of the association and sets the agenda for MHPA Board of Directors meetings. The Executive Committee is comprised of MHPA officers and committee chairs and is staffed by Interim Executive Director Joe Moser. Health plan members may participate.

Finance Committee
The Finance Committee reviews financials monthly to assure MHPA adheres to budget requirements and MHPA financial policies and procedures. The Committee is staffed by Director of Finance and Administration Terri Wallace. Health Plan members may participate.

Government Affairs Committee
The Government Affairs Committee is involved with setting and prioritizing MHPA policy positions and monitors legislative and regulatory developments affecting the industry, mainly at the federal level. The committee recommends studies and other resources needed to advance the industry’s advocacy agenda. Membership on this committee is open to anyone employed by a health plan member of MHPA and includes policy, legislative, regulatory staff, lobbyists and executives. The Government Affairs Committee is staffed by Interim Executive Director and Director of Government Affairs Joe Moser. Health plan members may participate.

Health Information Technology Committee
The Health Information Technology Committee monitors developments in the field of health information technology and their effect on the Medicaid health plan industry. In addition to expert presentations and stakeholder discussions, the committee also informs proposed legislative and regulatory proposals that may affect the industry.  All members may participate.

Marketing & Communications CommitteeThe Marketing & Communications Committee reviews and makes recommendations regarding branding, messaging, pubic relations and other communications-related issues for MHPA and the industry. These include establishing procedures for responding to media coverage of industry issues and assisting MHPA in local and national media outreach. Committee initiatives have included messaging for the WTOP radio ad campaign and production of the “Keeping You Healthy”’ video series. The Marketing & Communications Committee is staffed by Director of Marketing and Communications Joe Reblando. All members may participate.

Nominations CommitteeThe Nominations Committee names MHPA officers and award recipients for the MHPA Annual Meeting. The committee is staffed by Interim Executive Director Joe Moser. Health plan members may participate.

Program CommitteeThe Program Committee contributes to the content and coordination of the MHPA Annual Meeting and Center for Best Practices Annual Awards Forum. The committee also recruits sponsors for these events and approves certain fees associated with the events. The Program Committee is staffed by Director of Marketing and Communications Joe Reblando. All members may participate.

Strategic Planning CommitteeThe Strategic Planning Committee monitors and makes recommendations regarding the strategic direction of MHPA. The committee also determines content for the annual strategic planning session. The Strategic Planning Committee is staffed by Interim Executive Director Joe Moser. Health plan members may participate.

Accountable Care Organization WorkgroupThe Accountable Care Organization Workgroup is charged with understanding the potential effect of the Medicare Shared Savings Program and other ACO programs on Medicaid programs and Medicaid health plans. The workgroup will develop a white paper that will address the opportunities and potential threats that ACOs pose to the Medicaid delivery system and identify the role Medicaid health plans can play in improving quality while controlling costs. Health plan members may participate.

Dual-Eligibles and Long-Term Care Workgroup The Dual-Eligibles and Long-Term Care Workgroup is responsible for developing MHPA’s central position on how the Medicaid health plan industry can improve the quality of care for dual-eligibles and Medicaid enrollees in long-term care. The workgroup monitors federal and state policies affecting dual-eligibles and demonstrations that aim to provide coordinated care for this population. The Dual-Eligibles Workgroup is staffed by Interim Executive Director Joe Moser. Health plan members may participate.

Health Insurance Exchange WorkgroupThe Health Insurance Exchange Workgroup meets as necessary to discuss relevant and emerging issues for Medicaid health plans with state exchanges. Open to all health plan members, the Exchange Workgroup looks at policy issues where Medicaid and exchanges intersect. It advocates for policies that create a favorable environment for Medicaid health plan participation that puts them on a level playing field with other health plans. The Health Insurance Exchange Workgroup is staffed by Interim Executive Director and Director of Government Affairs Joe Moser. Health plan members may participate.

Regulatory WorkgroupThe Regulatory Workgroup monitors and analyzes proposed federal regulations affecting the Medicaid health plan industry and produces comment letters when appropriate to address key issues. The Regulatory Workgroup is staffed by Medicaid Policy Manager Amy Ingham. Health plan members may participate.

Actuarial Soundness and Payment Reform Workgroup The Actuarial Soundness and Payment Reform Workgroup addresses issues regarding the actuarial soundness checklist and various payment models as well as risk adjustment issues as they pertain to Medicaid and the health insurance exchanges. The workgroup, which is ideal for CFOs, is staffed by Interim Executive Director Joe Moser. Health plan members may participate.

Insurer Fee WorkgroupThe Insurer Fee Workgroup meets monthly to discuss advocacy strategies for eliminating the federal excise tax levied on Medicaid health plans in the Affordable Care Act. The workgroup is staffed by Interim Executive Director and Director of Government Affairs Joe Moser. Health plan members may participate.
